PURCHASING POLICY
- The Centre shall conduct the
procurement of goods and services using a competitive process,
except in such cases as are covered by the Sole Supplier Policy
stated below.
- Procurement of goods and services
shall require prior approval of the Board, except where otherwise
provided for in the Centre’s Purchasing Procedures.
- The selection of a supplier shall
be based on lowest price, balanced against the Board’s confidence
in the ability of the supplier to supply goods or services of the
quality required by the project.
- Procurement of goods and services
shall be conducted in an ethical manner and in accordance with
accepted business standards.
- Sole Supplier Policy: The Board
may determine that a particular firm is to be selected as supplier
without a competitive process when one of the following conditions
applies:
- (a) The project requires specialized
skills or knowledge that other potential suppliers would not possess
- (b) The project is the continuation of
a previous project, and it would be uneconomical for the Centre to
change suppliers
- (c) The proposed supplier is a
performing artist, visual artist, or other creative person who,
according to the judgement of the relevant Mary Webb Centre Standing Committee,
is well-qualified to perform or exhibit at the Centre.
