PURCHASING POLICY

  1. The Centre shall conduct the procurement of goods and services using a competitive process, except in such cases as are covered by the Sole Supplier Policy stated below.
  2. Procurement of goods and services shall require prior approval of the Board, except where otherwise provided for in the Centre’s Purchasing Procedures.
  3. The selection of a supplier shall be based on lowest price, balanced against the Board’s confidence in the ability of the supplier to supply goods or services of the quality required by the project.
  4. Procurement of goods and services shall be conducted in an ethical manner and in accordance with accepted business standards.
  5. Sole Supplier Policy: The Board may determine that a particular firm is to be selected as supplier without a competitive process when one of the following conditions applies:
  6. (a) The project requires specialized skills or knowledge that other potential suppliers would not possess
  7. (b) The project is the continuation of a previous project, and it would be uneconomical for the Centre to change suppliers
  8. (c) The proposed supplier is a performing artist, visual artist, or other creative person who, according to the judgement of the relevant Mary Webb Centre Standing Committee, is well-qualified to perform or exhibit at the Centre.
